This piece takes a detailed look at Sudan’s specific ties to terrorist groups. DefendDemocracy.org begins with Sudan providing a “safe haven” for Osama bin Laden and al Qaeda members, until pressure from the U.S. caused them to flea the country. The article notes that Sudan has worked with the United States to reduce al Qaeda’s presence in the country.

However, the piece also notes, Sudan maintains  a relationship with Iranian surrogate groups, as the country serves as a trade route for weapons. Sudan’s flirtations with dangerous groups like this lends towards maintaining its violent reputation. Even some of Sudan’s violent campaigns against its own citizens in Darfur have been labeled as genocide by the United States.
