I believe that this project is going to be about making a program brochure for the Fulbright Conference. I figured this out the moment I saw the schedule for the event. The pictures look like they belong to professors/people on the committee. The logos for the universities may be the schools that have students who were granted a Fulbright Scholarship so they need their logos on the brochure to be represented. It looks like all of the information, images, and text in the file must be complied into a brochure or something equal to that so it can be passed to participants of the conference.
