Quebec Bike War 1994-2002
Maurice “Mom” Boucher (b. 1953) is a convicted murderer, reputed drug trafficker, and outlaw biker—the former President of the Hells Angels Montreal chapter. Boucher led Montreal’s Hells Angels against the rival Rock Machine biker gang during the Quebec Biker War with members terrorizing the streets 1994 through 2002 in Montreal, Quebec, Canada.
In 1987 after finishing a 40-month prison term for armed sexual assault and leaving the white supremacy biker group called the “SS”, Boucher joined the Montreal Hell’s Angels, where he eventually became chapter leader. Around 1994 the Hell’s Angels decided to attempt to take over the Quebec drug trafficking business when the leader of the rival bike gang and lead drug trafficking group, Rock Machine, was arrested. Boucher began to urge all Rock Machine-controlled bars and resident dealers to surrender their drug businesses. Rock Machine resistance led to bloodshed beginning when two members of the Hells Angels downtown entered a motorcycle shop and shot down a Rock Machine associate. This would be the spark that would set off the Quebec Biker war.
The Quebec Biker War refers to an 8-year period (1994-2002) of violent drug-selling turf war in Montreal, Quebec, Canada. The war began as the Hells Angels in Quebec began to make a push to establish a monopoly on street-level drug sales in the province. A number of drug dealers and crime families resisted and established groups such as the “Alliance to fight the Angels”.
The war resulted in the bombings of many establishments and murders on both sides. It has claimed more than 150 lives, including many innocent bystanders such as Daniel Desrochers, an 11-year-old boy who was fatally injured by shrapnel as he was playing near a jeep that was blown up. The war eventually ended with public outcry over the deaths of innocent bystanders resulted in police pressure including the incarceration of over 100 bikers.
In April 2009, over 156 members of the Hells Angels were arrested in Quebec, New Brunswick, France and the Dominican Republic mostly in connection to crimes related to the Biker war. The arrests solved at least 22 murders committed between 1992 and 2009.
In 2002, Boucher was convicted of ordering the murders of two Quebec prison guards (as an effort to destabilize the Quebec Justice system), and is currently serving three life sentences in a Canadian prison.
